झारखंड के लातेहार जिले के डबलू सिंह के परिवार की दुर्दशा वर्तमान खाद्य-नीतियों की विसंगतियों को जितनी मार्मिकता से उजागर करती है उतनी शायद कोई और बात नहीं करती। जीविका के लिए मुख्य रुप से दिहाड़ी मजदूरी पर निर्भर आदिवासी युवक डबलू, तकरीबन दो साल पहले, काम करते वक्त छत से गिर पडा और उसकी रीढ़ की हड्डी टूट गई। जीवनभर के लिए अपंग हो चुके डबलू को हर वक्त देखभाल की दरकरार है। पत्नी सुमित्रा उसकी भी देखभाल करती है और बेटी, दूधमुंहे बच्चे के साथ-साथ कुछ मुर्गी-बकरियों की भी। सुमित्रा की हालत ऐसी नहीं कि कुछ कमा सके। यह परिवार भुखमरी की कगार पर खड़ा है।
झारखंड में गरीबी-रेखा(बीपीएल) से नीचे के परिवारों को प्रति माह 1 रुपये की दर से 35 किलो अनाज हासिल करने का हक है।यह इन परिवारों के लिए बड़े राहत की बात है लेकिन डबलू सिंह के परिवार के पास बीपीएल कार्ड नहीं है।
बहरहाल, भारतीय खाद्य निगम(एफसीआई) के गोदाम एक बार फिर ठसाठस भरे हुए हैं। एफसीआई के पास तकरीबन 5 करोड़ टन गेहूं-चावल का अंबार लगा है और उसे पता नहीं कि अतिरिक्त अनाज को कहां रखे।कुछ निर्यात करना चाहते हैं तो कुछ शराब बनाना और कई लोग एफसीआई का निजीकरण करके इससे छुटकारा पाना चाहते हैं। समाधान के तौर पर भंडारण-क्षमता बढ़ाने की बात लगातार कही जाती है। लेकिन, कुछ अतिरिक्त अनाज बांट दिया जाय तो कैसा रहेगा ?
डबलू सरीखे परिवारों की कमी नहीं। नैशनल सैम्पल सर्वे के अनुसार ग्रामीण भारत के कुल गरीब परिवारों में से तकरीबन आधे के पास बीपीएल कार्ड नहीं है। तो क्यों ना इन परिवारों को भी बीपीएल कार्ड देकर उनमें अनाज बांट दिया जाय ?
डबलू सिंह की एकमात्र आशा यही है कि उसका दुःख नजर में आ गया है। दुर्घटना के तुरंत बाद पहले उस पर स्थानीय पत्रकार की नजर गई फिर जिला कलेक्टर और बाद में स्थानीय विधायक तथा बाकियों की। सबने माना कि फौरी राहत के तौर पर उसे बीपीएल कार्ड मिलना चाहिए।
“ मुंहपुराई ” से काम चलाने वाले झारखंड-प्रशासन के दस्तूर के हिसाब से पहले जिला-कलेक्टर ने बीडीओ को जरुरी इंतजाम करने का निर्देश दिया। इसके बाद महीनों तक कई अधिकारियों(बीडीओ, एसडीओ, बीएसओ आदि) ने अपना जिम्मा दूसरे पर डाला। डबलू के शुभचिन्तकों ने उसका मामला रांची से लेकर दिल्ली तक उठाया। बात नहीं बनी- एक साल बीता लेकिन तब भी डबलू को बीपीएल कार्ड लाहासिल रहा।
जब सुप्रीम कोर्ट के कमिश्नरों ने कमान संभाली और जिला-कलेक्टर को तलब किया तब जाकर उसने माना कि पूरा जिला-प्रशासन डबलू को बीपीएल कार्ड देने से लाचार है क्योंकि इसके लिए किसी ना किसी का नाम बीपीएल-सूची से बाहर करना पड़ेगा। वह यह बात शुरुआत में ही बता सकता था लेकिन जो नहीं हुआ उसका जिक्र ही क्या ! यहां ध्यान देने की बात यह है कि जिले का बीपीएल कोटा निर्धारित है इसलिए जिले की बीपीएल-सूची से किसी का नाम हटाये बगैर उसमें नया नाम जोड़ा नहीं जा सकता। किसी ने दबी जुबान से यह भी कहा कि डबलू तो अब चर्चा में आने के कारण एक तरह से वीआईपी हो चुका है इसलिए कहीं से किसी का नाम हटाकर उसे सूची में “एडजस्ट” किया जा सकता है।
लातेहार से दिल्ली तक फैली डबलू के शुभचिन्तकों की एक पूरी टोली के एक साल से ज्यादा समय की कोशिशों के बाबजूद कुछ हफ्ते पहले तक मामला यहीं तक पहुंचा था। इस दौरान एफसीआई के गोदामों में कितना टन अनाज सड़ा होगा- यह सोचकर दिल बैठ जाता है । खैर, स्थानीय प्रखंड-आपूर्ति-अधिकारी ने जुगत लगायी और बलि का बकरा ढूंढ निकाला : डबलू के गांव में किसी की मौत हो गई थी, उसकी पत्नी भी चल बसी थी और उनके बेटे को अलग से एक बीपीएल कार्ड था इसलिए मृतक का नाम सूची से हटाकर उसमें डबलू का नाम जोड़ना ठीक जान पडा। इस काम को करने में 10-15 दिन और लगे और आखिरकार डबलू को बीपीएल कार्ड मिल गया।
लेकिन एक पेंच और है : हो सकता है डबलू जल्दी ही अपने बीपीएल कार्ड से वंचित हो जाय क्योंकि मौजूदा ” बीपीएल-जनगणना” पूरी होने के बाद बीपीएल-सूची फिर से बनायी जानी है। और, इस बीपीएल-जनगणना की पद्धति ऐसी है कि उसमें गरीब में गिने जाने के लिए निर्धारित सात “ कसौटियों ” में से डबलू का परिवार बस एक पर खड़ा उतरता है। आशंका है कि शून्य से सात अंकों के इस पैमाने पर एक अंक हासिल करने वाला डबलू का परिवार एक बाऱ फिर बीपीएल सूची से बाहर हो जाएगा।
और बीपीएल के विशिष्ट क्लब में डबलू के शामिल होने को तनिक और कठिन बनाने के लिए योजना आयोग ने (सुप्रीम कोर्ट को हाल ही में सौंपे एक “ पगड़ी-ऊछाल ” अफेडेविट में) साफ कर दिया है कि ग्रामीण इलाके में मोटामोटी 25 रुपये प्रतिव्यक्ति प्रतिदिन को गरीबों के आकलन में मानक मनाने वाली आधिकारिक गरीबी-रेखा के हिसाब से बीपीएल की सूची आगे चलकर छोटी होने वाली है। डबलू को तो रोजाना कम से कम 25 रुपये अपने जरुरी डाक्टरी देखभाल के लिए ही चाहिए।
कई राज्यों ने योजना-आयोग की इस सीलपट्ट गरीबी-रेखा के प्रति विद्रोह किया है और सार्वजनिक वितरण प्रणाली(पीडीएस) को बीपीएल-सूची से ज्यादा बड़ा विस्तार दिया है। यदि डबलू तमिलनाडु, आंध्रप्रदेश या फिर छत्तीसगढ़ में ही रह रहा होता तो उसे इस अग्निपरीक्षा से नहीं गुजरना पड़ता। तमिलनाडु में पीडीएस सार्वजनिन(यूनिवर्सल) है- हरेक के पास राशन कार्ड है।आंध्रप्रदेश ने बीपीएल-मानसिकता को खारिज करते हुए एक “ अपवर्जी पद्धति (एक्सक्लूजन एप्रोच) ” अपनायी है। इस अपवर्जी पद्धति के अन्तर्गत कुछेक सुपरिभाषित कसौटियों पर खड़ा उतरने वाले लोगों ( जैसे सरकारी नौकरी करने वाले) को छोड़कर सबको राशनकार्ड के योग्य माना गया है। छत्तीसगढ़ में “ समावेशी पद्धति (इन्क्लूजन एप्रोच) ” का इस्तेमाल होता है लेकिन समावेश की कसौटी व्यापक है( मिसाल के लिए, अनुसूचित जाति- जनजाति के सभी परिवारों को राशनकार्ड के योग्य माना गया है) और पीडीएस के दायरे में लगभग 80 फीसद ग्रामीण आबादी शामिल है। फिर, राशन-कार्ड की तालिका का नियमित अंतराल पर सत्यापन होता है और उसे अद्यतन बनाया जाता है।

प्रस्तावित राष्ट्रीय खाद्य-सुरक्षा कानून (एनएफएसए) गरीबी-रेखा से जुड़े इस दुस्वप्न को समाप्त करने और इस बात को सुनिश्चित करने का एक अवसर है कि डबलू सरीखे परिवारों को खाद्य-सब्सिडी बतौर हक मिले। दुर्भाग्य से राष्ट्रीय खाद्य सुरक्षा कानून के आधिकारिक मसौदा में बीपीएल वाली मानसिकता को ही नये कलेवर में पेश किया गया है। इस बीच , सरकार ने खाद्य-संकट के समाधान के नाम पर निजी निर्यातकों को बीपीएल-दर से भी कम दाम पर अनाज बेचना शुरु कर दिया है।
