:एनसीपीसीआर: ने पश्चिम बंगाल के विभिन्न अस्पतालों में बच्चों की मौत पर
राज्य सरकार की ओर से दी गई रिपोर्ट पर असंतोष जाहिर करते हुए फिर से एक
पत्र राज्य के मुख्य सचिव के नाम भेजा है, जिसमें विस्तृत जानकारी भेजने के
साथ ही प्रदेश की स्वास्थ्य व्यवस्था में सुधारों की सिफारिश की गई है।
एनसीपीसीआर की ओर से बीते गुरुवार को राज्य के मुख्य सचिव के नाम एक पत्र
भेजा गया। इससे पहले साल 2011 के आखिर में भी आयोग ने एक पत्र लिखकर पश्चिम
बंगाल सरकार से कार्रवाई रिपोर्ट :एटीआर: मांगी थी और राज्य प्रशासन ने
इसे भेजा भी था। एनसीपीसीआर के अधिकारियों का कहना है इसमें पूरी जानकारी
नहीं थी और ऐसे में एनसीपीसीआर को फिर से पत्र भेजना पड़ा है।
आयोग ने
अपने नए पत्र में कहा है, ‘‘राज्य के स्वास्थ्य विभाग को विभिन्न अस्पतालों
में हुई बच्चों की मौत का पूरा ब्यौरा और अब तक उठाए गए कदमों की जानकारी
20 दिनों के भीतर दी जाए। एनसीपीसीआर के पिछले दौरे के समय जो सिफारिशें की
गई थीं, उनके मुताबिक उठाए गए कदमों की भी जानकारी दी जाए।’’
एनसीपीसीआर
में पश्चिम बंगाल मामलों के प्रभारी और आयोग के सदस्य विनोद कुमार टिक्कू
ने ‘भाषा’ से कहा, ‘‘बीते साल हमने मालदा और आसपास के इलाकों का दौरा किया
था। इसके बाद राज्य सरकार को सिफारिशें भेजी गई थीं और उससे कार्रवाई
रिपोर्ट मांगी गई थी। सरकार ने रिपोर्ट हमें दी, लेकिन उसमें पूरी जानकारी
नहीं थी। इसको लेकर असंतुष्टि थी, जिस कारण फिर से पत्र भेजा गया गया है।’’
राज्य के मालदा जिला अस्पताल, वर्धमान, बहरमपुर, बांकुरा
और कोलकाता के बी सी रॉय अस्पताल में बीते कुछ महीनों के दौरान बड़ी संख्या
में बच्चों की मौत हो चुकी है। मालदा में ही बीते तीन सप्ताह में 125 से
अधिक बच्चों की मौत की खबर है।
एनसीपीसीआर की ओर से भेजे गए पत्र में
पश्चिम बंगाल सरकार से राज्य के प्राथमिक स्वास्थ्य कें्रदों में सुविधा
बढ़ाने, राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत ग्रामीण इलाकों में
स्वास्थ्य सेवा पूरी तरह सुनिश्चित करने और आंगनवाडी के जरिए गर्भवती
महिलाओं के स्वास्थ्य की सही ढंग से देखरेख करने की सिफारिशें मुख्य रूप से
की गई हैं।
टिक्कू ने कहा, ‘‘पिछली बार के दौरे में हमने देखा था कि
प्राथमिक स्वास्थ्य कें्रदों में स्थिति काफी खराब है। मालदा के जिला
अस्पताल में पर्याप्त संख्या में बिस्तर नहीं है। चिकित्साकर्मियों को बहुत
सारी चीजों का ज्ञान नहीं है। यहां तक कि अस्पतालों में स्वास्थ बीमा से
जुड़े कार्ड का इस्तेमाल भी मरीज नहीं कर पा रहे हैं।’’
उन्होंने कहा,
‘‘स्वास्थ्य सेवा के क्षेत्र में भारी कमी के अलावा कुपोषण और गर्भवती
महिलाओं को पौष्टिक आहार का नहीं मिल पाना भी नवजात बच्चों की मौत की बड़ी
वजहें हैं। ऐसे में हमने राज्य सरकार से कहा है कि गर्भवती महिलाओं की
देखरेख सुनिश्चित करने के लिए आंगनवाडी के स्तर पर प्रयास तेज किए जाएं।’’

ने कहा, ‘‘मालदा की स्थिति को देखते हुए हमने वहां की जिला अधिकारी डॉक्टर
अर्चना से फोन पर बात की है। उनसे जिले में स्वास्थ्य सुविधाएं बढ़ाने के
लिए हरसंभव प्रयास करने के लिए कहा गया है।’’
