सस्ते आवास उपलब्ध कराने के लिए अफोर्डेबल हाउसिंग योजना शुरू करने में भी
देश का पहला राज्य बन गया है।
मुख्यमंत्री अशोक गहलोत के अनुसार राज्य में लागू की गई इस अनूठी
आवासीय योजना में पहले पांच वर्षों में एक लाख पच्चीस हजार मकान बनाने का
लक्ष्य रखा गया था, जिसे बढ़ाकर अब पांच लाख कर दिया गया है। माडल एक व दो
के अंतर्गत 10 हजार 370 आवासों का निर्माण कार्य प्रगति पर है तथा माडल चार
के अंतर्गत नगर विकास न्यास कोटा तथा जोधपुर विकास प्राधिकरण द्वारा
आवासीय योजनाएं शुरू की गई हैं। उन्होंने कहा कि गरीबों के अपने घर
के सपने को साकार करने के लिए राज्य सरकार कृतसंकल्प है ओैर इसी को ध्यान
में रखते राजस्थान टाउनशिप पालिसी 2010 और ग्रुप हाउसिंग स्कीम 2010 जारी
की गई है।
गहलोत के अनुसार कच्ची बस्तियों में रहने वाले लोगों को पक्के
आवास उपलब्ध करवा कर शहर को कच्ची बस्तियों से मुक्त बनाने के लिए
कच्चीबस्ती विकास नीति जारी की गई है और नगर नियोजन कोे शानदार बनाने के
उदेश्य से जिलों में जिला विकास इकाई स्थापित की गई है।
उन्होंने कहा कि
प्रदेश में राज्य स्तरीय हैरिटेज डवलपमेंट काउंसिल एवं हैरिटेज डवलपमेंट
आथोरिटी के गठन का भी निर्णय लिया गया है। इसके अलावा जयपुर को विश्वस्तरीय
शहर के रूप में विकसित करने के लिए टास्क फोर्स का गठन किया गया है और फीड
बैक वेंचर से विजन डाक्यूमेंट 2031 बनाकर इसके आधार पर मास्टर प्लान तैयार
किया जा चुका है।
अधिकारिक सूत्रों के अनुसार राजस्थान में करीब दस लाख
सत्तर हजार परिवार आवासहीन है, जिनमें से 98 प्रतिशत परिवार आर्थिक दृष्टि
से कमजोर और अल्पआय वर्ग के है। इन परिवारों को आवास उपलब करवाने के लिए
राज्य सरकार ने दिसम्बर 2009 में अफोर्डेबल हाउसिंग नीति जारी की थी। नीति
में आवास उपलब्ध कराने के लिए पांच प्रकार के माडल बनाए गए। इस योजना से
गरीबों का अपने घर का सपना पूरा होगा और उनका सामाजिक उत्थान भी हो सकेगा।
नीति
के पहले माडल में राजस्थान आवासन मण्डल, विकास प्राधिकरण, नगर विकास न्यास
और स्थानीय निकायों द्वारा स्वयं की भूमि पर भूखण्ड-आवास उपलब्ध करवाया
जाएगा। इस माडल के तहत आवासन मंडल द्वारा बनाए जाने वाले आवासों में पचास प्रतिशत आवास आर्थिक दृष्टि से कमजोर अल्प आय वर्ग के
परिवारों के लिए बीस प्रतिशत आवास मध्यम आय वर्ग ‘‘अ’’ के लिए बनवाए जा रहे
हैं।
राजस्थान के स्वायत्त शासन एवं नगर विकास मंत्री शान्ति धारीवाल
के अनुसार विकास प्राधिकरणों, नगर सुधार न्यासों तथा स्थानीय निकायों
द्वारा अपनी योजनाओं में पच्चीस प्रतिशत आवास-भूखण्ड आर्थिक दृष्टि से
कमजोर अल्प आय वर्ग के लिए तथा बीस प्रतिशत आवास-भूखण्ड माध्यम वर्ग ‘‘अ’’
के परिवारों के लिए आरक्षित किए जाने का प्रावधान किया गया है। निजी
विकासकर्ताओं द्वारा विकसित की जाने वाली आवासीय कालोनियों में पं्रदह
प्रतिशत आवास आर्थिक दृष्टि से कमजोर वर्ग और अल्प आय वर्ग के परिवारों के
लिए आरक्षित किए जाने का प्रावधान है।
धारीवाल के अनुसार अफोर्डेबल
हाउसिंग पालिसी के दूसरे माडल में निजी विकासकर्ता के द्वारा स्वयं की भूमि
पर आर्थिक दृष्टि से कमजोर एवं अल्प आय वर्ग के लिए कम से कम चालीस
प्रतिशत भूमि पर जी-2 अथवा जी-3 के आवासों का निर्माण किया जाना निर्धारित
किया गया है। इन आवासों को निजी विकासकर्ता पात्र परिवारों को आवंटन के लिए
आवास विकास लिमिटेड को सौंपेंगे।
धारीवाल ने कहा कि इस योजना के
पांचवें माडल में कच्ची बस्तियों के निवासियों के लिए मुम्बई माडल पर
पब्लिक प्राइवेट पार्टनरशिप के आधार पर पुन: विकसित किऐ जाने के लिए आवास
निर्माण के प्रावधान किए गए है। सूत्रों के मुताबिक अफोर्डेबल हाउसिंग
पालिसी के माडल दो के तहत राज्य के सात शहरों में पन््रदह आवासीय योजनाओं
में निजी विकासकर्ताओं को तेरह हजार एक सौ बीस फ्लैट्स बनाने की स्वीकृति
जारी की गई है।
अफोर्डेबल हाउसिंग योजना के प्रथम चरण में राज्य के सात
शहरों में पन््रदह योजनाएं स्वयं की भूमि पर आवास बनाकर आवंटित किए जाने
की स्वीकृति दी जा चुकी है और द्वितीय फेज में तेरह शहरों में तेईस योजनाओं
के प्रस्ताव प्राप्त हुए है।
इन प्रस्तावों के अनुसार आर्थिक रूप से
कमजोर वर्ग के लिए 7 हजार 552 आवास, अल्प आय वर्ग के लिए 4 हजार 240 आवास
तथा मध्यम आय वर्ग ‘अ’ श्रेणी के लिए 1888 आवास बनाए जाने का प्रस्ताव है।
सहभागिता आवासीय योजना के तृतीय चरण में भी आवश्यक कार्रवाई की जा रही है।
योजना
के माडल दो के प्रथम चरण में छह शहरों की आवासी परियोजनाओं में विभिन्न
श्रेणी के 10 हजार 264 आवासों का निर्माण कार्य चल रहा है जबकि द्वितीय चरण
के प्रस्तावित 14 हजार 176 आवासों का पंजीकरण प्रक्रियाधीन है।
