Karnataka Government of Karnataka has brought out its First Human Development Report (KHDR) in 1999. KHDR 1999 primarily a status report, provides well organized data base covering a wide range of human development indicators. Unlike KHDR 1999, the KHDR 2005 brought out in collaboration with the UNDP and the Planning Commission for both technical and financial assistance is thematic in nature aiming at examining and analyzing the relation between public investment patterns and human development outcomes. Thus KHDR 2005 has a main theme investing in human development followed by two sub themes-factoring equity and Social justice issues-Human Development for the vulnerable sections of the society and Factoring good governance, Efficient services delivery, People’s participation.
