Apart from inconsistent data on coverage from different sources, target was not achieved in case of PMKSY-Per Drop More Crop


How is it possible that we get different figures on area brought under micro-irrigation pertaining to the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)-Per Drop More Crop (PDMC)--a scheme which is implemented by the Ministry of Agriculture & Farmers' Welfare?

The dashboard (https://pmksy.gov.in/mis/frmDashboard.aspx) of PMKSY-Per Drop More Crop clearly shows that 11.25 lakh hectare was brought under micro-irrigation in the financial year 2017-18. Please check chart-1.

However, as per a reply in the Lok Sabha (unstarred Question No. 5 for reply on 11th December, 2018) around 10.48 lakh hectare area was covered under micro-irrigation pertaining to the PMKSY-Per Drop More Crop. Kindly consult table-1. The dashboard gives a higher figure on area brought under micro-irrigation (PMKSY-Per Drop More Crop) in comparison to the figure that was presented in the Parliament for FY 2017-18. There is, however, no difference in data on area covered under micro-irrigation for the years 2015-16 and 2016-17 when the data sourced from dashboard and the Lok Sabha reply are compared.

From the PMKSY-Per Drop More Crop dashboard, it could also be noticed that in 2017-18 physical achievement (viz. 11.25 lakh hectare) fell short of the physical target (viz. 12 lakh hectare) that was set. There is a huge gap between physical target (viz. 16.0 lakh hectare) and physical achievement (viz. 7.57 lakh hectare) during the ongoing financial year (as on 13th February, 2019).

A reply by Shri Nitin Gadkari to the Lok Sabha (starred question number 228) dated 27th December, 2018 shows that although the potential/ target coverage during 2015-16 to 2019-20 under the PMKSY-Per Drop More Crop (PDMC) for micro-irrigation was 10 million hectares, only 2.46 million hectares was brought under the same between 2015-16 and 2017-18. The Output-Outcome Framework 2017-18 pertaining to PMKSY-Per Drop More Crop mentions bringing 9 lakh hectare additional area (as opposed to the target of 12 lakh hectare shown by the dashboard; see chart-1)  under micro-irrigation and 84,000-hectare area under protective irrigation.

The Output-Outcome Framework 2018-19 concerning PMKSY-Per Drop More Crop mentions bringing 16 lakh hectare additional area under micro-irrigation and 1.2-hectare area under protective irrigation (that seems like a typo in the related budget document; it should be 1.2 lakh hectare, given that 84,000-hectare area was to be brought under protective irrigation in 2017-18).

Readers may note that the PMKSY was launched during the year 2015-16, with an aim to increase physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency and introduce sustainable water conservation practices, among other things. PMKSY has various components. For example, the Accelerated Irrigation Benefits Programme (AIBP), PMKSY–Har Khet Ko Pani (HKKP) including Command Area Development (CAD), Surface-Minor Irrigation (SMI) and Repair, Renovation and Restoration (RRR) of Water Bodies is implemented by the Ministry of Water Resources, River Development & Ganga Rejuvenation. However, the PMKSY-Per Drop More Crop is implemented by the Department of Agriculture, Cooperation and Farmers' Welfare of Ministry of Agriculture & Farmers' Welfare and the PMKSY-Watershed Development (WD) is implemented by the Department of Land Resources of Ministry of Rural Development.

Budgetary allocation for PMKSY-Per Drop More Crop and funds released by the Centre


From the table-3, it could be observed that the allocation for PMKSY-Per Drop More Crop as a proportion of total budget expenditure has fallen from 0.164 percent in 2018-19 (B.E.) to 0.126 percent in 2019-20 (B.E.). One may also note that the allocation for PMKSY-Per Drop More Crop as a proportion of GDP (in current prices) has declined from 0.021 percent in 2018-19 (B.E.) to 0.017 percent in 2019-20 (B.E.).

Against a budgetary promise of Rs. 4,000 crore in 2018-19 (B.E.) for the PMKSY-Per Drop More Crop, the funds released to states/ UTs as on 11th December, 2018 was Rs. 1877.06 crore. Please check table-4. Hence, it is not surprising that the budgetary allocation for the programme under discussion has been cut from Rs. 4,000 crore in 2018-19 (B.E.) to Rs. 3,500 crore in 2019-20 (B.E.).

Financial target and achievement

Chart-2, which is derived from the dashboard of PMKSY-Per Drop More Crop (viz. https://pmksy.gov.in/mis/frmDashboard.aspx), indicates that against a financial target of Rs. 2,025.17 crore in 2017-18 for micro-irrigation, the actual expenditure incurred was Rs. 1,641.48 crore.

Similarly, against a financial target of Rs. 1913.29 crore in 2018-19 for the PMKSY-Per Drop More Crop (micro-irrigation), the actual amount spent was Rs. 1223.81 crore (as on 13th February, 2019).

The dashboard of PMKSY-Per Drop More Crop shows that although the coverage under drip irrigation exceeded coverage under sprinkler irrigation in 2015-16 (Drip=62.13 percent; Sprinkler=37.87 percent) and 2016-17 (Drip=57.98 percent; Sprinkler=42.02 percent), in 2017-18 (Drip=48.13 percent; Sprinkler=51.87 percent) there was a reversal in that trend.
